@kelleher_ I think you are spot on. I was focusing on the second question (where first-best economic modeling completely ignores non-climate benefits). I was focusing on that question b/c we haven't been able to engineer inter-gen transfers, which are mired in discount rate assumptions, etc

There will be no avoiding BCAs. And there is already signs they work in influencing trading partners (Russia & Turkey's moves to carbon pricing). But they won't be easy, and there will be partial failures to learn and correct from as real world examples work their way through.
3) primacy of effectiveness and impact, & 4) the need for "policy practise". Stick to aluminum, steel, & cement (clinker) first, and then a few chemical feedstocks. Plan for partial policy failure (circumvention) & revision. Use that learning to do BCAs for more complex products.
