New from me: Bipartisanship is dying in the Senate because the underlying political conditions that once made it not only possible but desirably politically have all but disappeared. 1/ https://t.co/tmnkcY4qTv
@leedrutman Also see my "Beneath the Surface: Partisanship, Bipartisanship, and Committee Activity" on the shrinking space of bipartisan policymaking. https://t.co/TMeXnetZye
None of this would be happening if Congress mandated proportional multi-member districts. Remember: gerrymandering only works with single-member districts. https://t.co/x5a1VjpsOt
Bottom line: All it takes is one miscalculation in a very high-stakes bluffing game, and the world changes. 5/
But then nobody backed down. Troops mobilized. Other troops mobilized in defense. And a senseless and needless war ravaged Europe for four years because great powers decided that winning was the most important thing. 4/
So when the Franz Ferdinand was assassinated, it appeared to many as if it were just another crisis in the Balkans. There would be bluffing, but somebody would back down. Eventually 3/
I'm thinking a lot these days about how Europe fell into World War I. Prior to 1914, there were a series of smaller crises, in which the great powers bluffed, but ultimately backed down 2/
This high-stakes bluffing game is obviously familiar to Washington. But the risks in a bluffing game are that one side miscalculates. This becomes increasingly likely when the political costs of backing down increase. 1/ https://t.co/vE89SQxRdO
American democracy would be much better with fewer elections, but more meaningful choices. Right now, America has more elections than any other democracy in the world, but the fewest number of meaningful choices. The result: endless promises, endless disappointments.
The easiest way to solve the problem of primary threats is to eliminate primaries, and let parties nominate their candidates. But that requires proportional representation with multiple parties so voters have choices. Otherwise, it's corrupt and uncompetitive (see 1890s US)

Imagine a political system in which the far-right is totally isolated in its own party, has no chance of being in power, and pays an electoral price for extremism and anti-vax insanity. https://t.co/rjc4aleCJw
"This AfD is now totally isolated from the other, democratic parties...It is simply too extreme, too close to neo-Nazi ideas for the overwhelming majority of Germans. It has zero prospects of joining a coalition.” https://t.co/hnofCGO9cO

Read the full piece here. Hard to see how bipartisanship can work anymore when all the incentives are against it. https://t.co/tmnkcYm1L3
"Certainly, a few senators may still value bipartisanship for intrinsic reasons. But when almost all the structural political pressures are stacked against bipartisanship, American politics — and especially the Senate — will remain stuck for the foreseeable future." 7/
"The political environment most senators inhabit makes public bipartisanship anywhere from difficult to politically suicidal." 6/
Manchin is a strong proponent of bipartisanship. But he is also a rarity: A senator elected in a state that went solidly for the other party. He is the rare senator for whom bipartisanship still makes sense politically. 5/
Once upon a time, both parties were national parties, competing everywhere, with broad overlap, thus encouraging bipartisanship. Today both parties are regional parties, with little overlap in their geographic strongholds. 4/ https://t.co/VEaUJtqMjx
Once upon a time, many state Senate delegations were split, meaning many senators had an obvious partner for bipartisanship. Today, only 12 senators are from split delegations. 3/ https://t.co/EaQkVd47j6
Once upon a time, many states elected senators from one party and supported presidential candidates from the other party. This encouraged bipartisanship. Today, split-ticket voting is all but gone. 2/ https://t.co/eNy08eulWk

"The cumulative effect of these kinds of claims on what millions of people believe is tremendously damaging. And it’s hard to see how we get out from under this when no amount of facts could make a difference." https://t.co/KvkfArwDmc
@leedrutman Was just thinking about the recent elections in Canada & Germany. Not only do they *not* have never-ending election cycles like we do, but they provide voters more choices and those elections tend to be much less divisive than in the US. We could take a page from their playbooks.
The risk of election subversion and a stolen election in 2024 became a national story last week, even though the issue isn't new (I wrote about the danger in @nytimes back in April).https://t.co/qmrAly8rHv Here's why I think it's starting to resonate and where we go from here. /1

So it is great we've got election subversion on the national agenda, at least for now. But talk is cheap. It's time for action to protect our elections from the greatest threat they face. 20/20
And we need to be prepared for massive peaceful protests if political officials try to overrun the will of the people in 2024. We need to be vigilant to protect free and fair elections, something I never expected to worry about in the U.S. /19
We also need to organize politically, to fight those who would run for office embracing the false claims that the 2020 election was stolen. Those people are much more likely to mess with a fair count in 2024. /18
I'll have more to say about whether Democrats should go it alone on fighting election subversion soon. But making changes in law won't be enough. We need to solidify norms of running fair elections and bolster election officials with integrity. /17
It's easy to think of changes that could greatly lessen the risk of a stolen election in 2024, including paper ballots, reform of the Electoral Count Act (which @ThePlumLineGS) has pushed, and more. Part III of my paper lays out what needs to happen. https://t.co/zZxE9RT9Cs /16
There's now a lot of attention on the issue of election subversion and the risk of a stolen election in the U.S. in 2024. Which is great. But it's not enough. Hand-wringing won't accomplish anything. Democrats in Congress (and some principled Republicans) need to step up now. /15
And then on Sunday, @zackstanton for @POLITICOMag @politico had an in-depth Q and A with me on the risk of election subversion, with the provocative yet accurate title, "What If 2020 Was Just a Rehearsal?" https://t.co/A45J7HtG7o /14
I also did this deep dive on the risk of election subversion with @SachaPfeiffer @onthemedia, which lays out in more detail the dangers ahead: https://t.co/OMOeLyFMAE /13
I also talked to @aymanm @AymanMSNBC with @TheRickWilson about the dangers of election subversion and particularly what House Republicans would do if they had the House majority in 2024 and Trump claimed fraud. /12 https://t.co/A5wyf5anft
Because of the paper and conference, I did a number of major media appearances about election subversion, including CNN (with @PamelaBrownCNN and @ianbassin) that you can view here: https://t.co/2DvUZBAlle /11
We will be releasing the video and transcript of the @UCILaw election subversion conference soon. Even as the organizer, I can say that some of what I heard from my co-panelists was chilling. /10
Then on Friday, @UCILaw's Fair Elections and Free Speech Center convened a conference of leading thinkers, academics, and election officials on the risk of election subversion in the U.S. (coverage in @theguardian https://t.co/981FOvPxpB) /9
Robert Kagan wrote an important WaPo opinion piece on the constitutional crisis already here, throwing cold water on those who think Trump simply won't run again in 2024. https://t.co/pCvc1PilAc /8
I also wrote a draft law review article, Identifying and Minimizing the Risk of Election Subversion and Stolen Elections in the Contemporary U.S." that got a lot of attention, including columns by @JRubinBlogger @ThePlumLineGS https://t.co/zZxE9RT9Cs /7
In addition to the Eastman memo and audit, there has been key reporting on the risk of a stolen election in 2004. Both @reuters and @Vice did stories on candidates who want to run elections embracing the Big Lie. /6
Indeed, new CNN polling found that 59 percent of Republicans say that believing Trump's (false) claims about a rigged election are important about what it means now to *be* a Republican. /5
Last week was also the week of the sham Arizona "audit," and lots of anticipation about what it would find. Even though its total showed Biden still won Arizona, facts don't matter, and the fake rigged election rhetoric continues. /4
This was followed by @CNN obtaining first a two page draft of the Eastman memo, and then Eastman himself (!) giving CNN a six page version that made him look even worse. /3
First, we had the release of the @costareports @realBobWoodward book peril, with revelations about the Eastman memo that literally directed VP Pence how he could simply steal the election for Trump. /2

a remarkable referendum today: Berlin voters by a comfortable margin voted that the city should expropriate housing from large landlords (that have at least 3,000 units) & socialize those units. Roughly 200,000 units fit that description.
This isn’t even that hard. Brit is wrong and @crampell is clearly right. the concept of net cost seems to be lost here. Now, can they find the revenue raisers is another question. https://t.co/hm8Fw7MALf

@yeselson @JoshuaMZeitz It sets the stage for a vast expansion of the Cruz-Hawley group, but also for a redux of the GOP's 2010 woes, or somewhere in between
California just adopted universal mail-in voting — making permanent its pandemic practice of sending every registered voter a ballot. Combined with automatic voter registration, this is a potent combination.
The Austrian far-right party (FPO) recedes significantly today in regional elections of Upper Austria: It got a high percentage (20%), but it lost a third of its votes compared to last time (30%). Parallel to Germany's election today, where AfD slipped (though remains high).
Importantly, the referendum is not binding. It calls on the city government to take this step. Background reading: 1/ https://t.co/rYs2oDLUNM 2/ https://t.co/p9xC34A44H.
If you’re just joining, jump in my mega thread about the German elections! — Social-dems estimated to have narrowly bested conservatives, who have ruled since 2005. — Greens have best national results in their history, likely in gov — far-right recedes, but only a little & more: https://t.co/pavJ9UUDGy
This analysis of the SPD’s platform shows that it’s the most left-leaning they’ve been in decades. Why might this be? Here’s a bottom line from last week: the parties have effectively swapped a more aggressive Democratic gerrymander of the congressional map for more of a compromise map at the legislative level. https://t.co/fGRAiZ3Fmh
Wow: This suggests GOP is planning to *not* deny quorum today — the last day Oregon’s legislature can adopt new maps. If confirmed, this would mean that the map draw by Democrats would go through. @kombiz There’s only so much further they’d have gone, as this is already rather gerrymandered — but yeah overall that gets to saying you risk it backfiring, and incumbents may pressure to not even come remotely close to testing that
@RottenInDenmark Worth noting it’s non binding.
Compared to what a non-GOP drawn map would be? Horrible.  Compared to the (already-gerrymandered) status quo? Overall near a wash, so greatly congeals it. Compared to most aggressive possible GOP gerrymanders? 1(-2) more seat, & smattering of openings https://t.co/vPscvVIkbf

Likeliest scenario is for the social-dems(SPD) to lead the German government, for first time since 1998-2005, in an alliance with the Greens & center-right FDP. (All-left alliance of Greens, SPD, & Linke not enough.) But CDU says they’ll ask Greens and FDP for an alliance too.
@kevinvrogers no actually, winning 3 districts means you don’t need to hit 5.0
@TheEllyO Like everything else, it wildly depends on the issue — most parties are okay with public protections that here are barely defended by Dems, but this German center-left has been far more strict on deficits & austerity than Dems would here
@bobby2700 SPD/Greens is the reason I wrote roughly. (Both are split between centrist and leftier wings, tho Greens leaning far more toward former nowadays. In any case:) in this election, the big question left is whether Greens & FDP ally with SPD or CDU, so made sense to put them between.
This is: —1st time in past 5 national elections that the SPD (social-Dem) is first party — highest the Greens have ever been in a national election — lowest CDU/CSU (conservatives) has ever been — drop for ADP/far-right from its height last time (13%) — big drop too for the Linke
@EricKleefeld That’s not the likeliest option tho!
German results: A large center-left rise leaves them favored to run government, but nothing guaranteed. From left to right (roughly): Linke: 4.9% | 39 seats (-30) SPD: 25.7% | 206 (+53) Greens: 14.8% | 118 (+51) FDP: 11.5% | 92 (+12) CDU: 24.1% | 196 (-50) ADP: 10.3% | 83 (-11)

California used universal mail voting (= it sent a ballot to every registered voter) this year, unlike in 2018. And while automatic voter registration was already effective in 2018, we’ve had 3 more years of it. https://t.co/stBPQaE6WN
What we (probably) know: Greens & FDP (center-right) are kingmaker: & will get to choose between SPD & CDU as to who to ally with & put in power. But since the Greens beat the FDP and prefer the SPD, & since the SPD *seems* to have bested the CDU, you’d rather be in SDP’s shoes.

My boring take is that the truth is somewhere between these poles, but very few people calibrate their prescriptions to their diagnosis at all.
A take I’ve been meaning to do at full length but will just toss off half-assed here for now is that some of what progressives conceptualize as a debate about race and racism plays to a lot of people as a debate about patriotism.
If Trump is a clownish, inept, floundering figure then sure — swing for the fences, take your shot, and aim for true greatness accepting that you might lose. But if he’s menace, you need to do timid defensive crouch politics.
not just that you *shouldn't* annihilate someone's life with a couple of keystrokes as punishment for being rude to you; if you *can* do this, if this option is available to you, it should trigger some introspection as to where the power in that interaction was actually located

@mattyglesias @OsitaNwanevu @Nate_Cohn And I should say, inflammatory in both directions, since its underlying premise — if I’m right about what you think here — is that the American electorate contains a huge amount of anti-black racism that Democrats have to tread carefully around.
@mattyglesias @OsitaNwanevu @Nate_Cohn But since Democrats do need to attract those voters, and the party is already coded as “racially liberal” (to put it politely), directly addressing black concerns over racism ends up alienating the “50-year-old white people” who say are in the driver’s seat of American politics.
@mattyglesias @OsitaNwanevu @Nate_Cohn So this makes me think that the reason people keep saying your point is banal is that you’re not actually stating your point. As I read you, you’re saying something like “Democrats are undermining themselves by making ‘attitudes about black people’ a salient political concern.”

Fully centralized is mandatory custody. They can take it. Fully decentralized is mandatory self-custody. You can lose it. So a semi-centralized model where you can *transfer your assets* between custodians may be where most land up. Still a step forward from fully centralized!

@Troyliss @tcburkejr @phillips_allen1 @jeffatc28 @NormOrnstein @AnaCabrera The criticism is "don't lump in police unions with unions." have some stuff going on in your life that you care about that has nothing to do with Internet points. play the guitar, learn to cook. It’s nice to have at least one thing that’s just for you that you refuse to turn into content
if you get triggered, feel attacked, defensive, want to fight back, etc, it’s generally best to just log out for a day or three, or a week. Most people who say shit just wanna say shit in the moment but don’t really care about you and will forget about you soon enough
generally speaking, the more touchy, difficult, triggering etc the thought might be, the more I advise that you be really circuitous about it. be long-winded, take many tweets, be verbose, be tedious, illegible. you want to bore the people who are itching for a fight
avoid affectations of authority. remember, Twitter does not have tone of voice or facial/body language, so people will read your tweets in *their* voice it helps to introduce the textual equivalents of ums and ahs,,, be deliberately sloppy,, even mispelling sometiems https://t.co/GGRXf4rKeE
before posting a tweet I broadly recommend running it thru a sort of quick adversarial filter: what’s the worst interpretation someone could have of this? you don’t necessarily ~always~ wanna do this all the time, but it’s a skill worth developing https://t.co/t5hzNDLkpl
my first rec is, if you have more than ~5,000 followers on main, get a locked private alt for your most trusted mutuals. you can use it to quote tweet any of your tweets and ask “hey, did I go too far with this one?” you can also post more intimate/touchy stuff there

perhaps we may one day prefer to go by our post-birth, self-chosen pseudonyms (or several), rather than the single one given to us at birth and officially recorded in national ledgers, viewing the latter merely as placeholders until we have found our own identities https://t.co/W6V0uGCtuy
@mewn21 @DegenSpartan FTT is directly correlated to FTX success as the FTT burned is dependent upon exchange volume. Not the case with DYDX tokens, you actually take on extra risk as it acts as an insurance fund for the protocol (amongst other things). Holders don't get any fees as far as I know.

when people say they don't want to be inundated with "negativity" what they mean is that they don't want to feel powerless. it's confusing terminology tho because in this sense the opposite of "negativity" is not "positivity," it's action

@visakanv it was good enough for the buddha after all https://t.co/sGStF7i5IG
okay so let's be a little more precise. there's a large vein of contemporary thought that considers "power" a dirty word and overtly spurns it; i see it as a protest against the abuse of power but it conflates that abuse with the power itself https://t.co/fN3yHQ8H9Z
@visakanv sometimes i am like one of those robots where you point out a logical contradiction and they explode only instead of exploding i usually collapse
@visakanv one way i've been conceptualizing it is that i've put myself under a literally contradictory set of constraints, so progress inevitably looks like violating at least one of those constraints
i also really like to talk as if i know what i'm talking about; if you notice it getting particularly bad please make fun of me for it to snap me out of it

@ByYourLogic Evil Ted Lasso plays Burzum in the locker room to pump up the team and Israelis start getting really into it.

I think "cost" is properly measured as the net increase in spending, not the net increase in the deficit. The net increase in spending is less than $3.5T because there are spending cuts (most notably in the form of prescription drug price controls). But taxes just finance a cost. https://t.co/hGncxj6R82

Old guy seated next to me, talking to stewardess disapprovingly about how the people on the plane are mostly from FL, so they’re bad about wearing masks. “I’m a retired federal agent.” Lost my water bottle my phone charger. Wtf did I do to deserve this flight?
In 2016, Charles Mills gave the Dewey Lecture at the American Philosophical Association, Central Division. He requested that I introduce him. I don't know why he did that, but it remains for me the professional honor of which I'm most proud.
Why? Because the "objections" were always, entirely, professionally, and verrrry cleverly couched in scientific terms. They focused their lasers on the science and like cats we followed their pointer and their lead.
@DegenSpartan My meat version nodded at this.

I'm always curious when some cis people say "well, that's the beauty and challenge of acting" in response to concerns over cis actors playing trans characters. But when I ask why there are no trans actors playing prominent cis roles--"the beauty of acting"--I'm being difficult.
